Thanks to everyone for all the suggestions, my situation has improved.
Quick summary: Apple's stuff is fine. My problem was with fink. I never
got fink's plain emacs21 package to work but fink's emacs21-xaw3d
works well for me.

Not true. Apple's /usr/bin/emacs on Panther is quite happy to do
syntax highlighting in Terminal.app windows. xterm-color is now the
default.
Syntax highlighting, yes, it does that. Xterm mouse support, no.
Speedbar, no way.
I still had to specify xterm-color in my .bashrc for my xterms, though
as you say Terminal.app is OK.
I have OSX 10.3.2 on a 1.25GHz PowerPC G4. (sweet)
I'm now using CVS fink, and including unstable in my trees.

system-xfree86 is no more required and it is a dummy pkg to support

I've gone through the fink FAQ thing fully now. I would not have
thought to uninstall/reinstall -sounds all microsofty :)
Anyway, I reinstalled the X11SDK and X11 (does the order matter?). This
did fix some problems but not all. I totally uninstalled and
reinstalled fink; I used the command in the FAQ to remove the virtual
packages, reinstalled the SDK & X11 and rebooted. I uninstalled and
reinstalled emacs, and emacs is still not working except in the
terminal. It simply will not launch another xterm... and no, it's not
the apple emacs, I used /sw/bin/emacs explicitly.. And I used fink
purge emacs to get rid of any nox config that I might not have been
aware of.
I can use other X apps. My xterms come up fine. I have a nethack based
game installed from source That works OK. I tested fink's install with
nedit, sunclock and xlaby (a little maze game) and they all come up
fine, too. My conclusion: either fink's emacs21 doesn't support X11
when they say it does, or it's hiding some old configuration to not use
X11 really really well.
In test: changing over from emacs21 to emacs21-xaw3d has solved my
problem, What 3D bars are I do not know but I imagine I'll find out
soon.
