OK, I now officially and publicly acknowledge myself as a Doofus
Maximus. Michele's reminder of X11 preferences does the job. I opened
the Preferences panel, selected Input tab, then clicked on the button
for 'Emulate three button mouse'. Option-click (emulating middle
button) now scrolls that scrollbar like a champion.
Once again my nemeses -- common sense, logic and
"read-the-instructions!" -- win the day. :)

I don't have a powerbook, but you can map ctrl and command inside
X11.app preferences. I for example have in the first tab (Input) the
three boxes checked. I think that for emulating the third button on the
single button mouse I had to click both Option and Cmd, but try any
combination with Option, Cmd and Ctrl, one of them should work.
