I suppose this boils down to who uses X11 and what those people's
expectations are, and this could get very philosophical. But if X11
were to be viewed as a minor group who had used it before (maybe
on another Unix), then at least on other Unixes things other than an
xterm popping up might be the "norm" for them. My own view is that
starting the X server automatically could be "a better way" in the
sense that on a normal Unix the X server provides the GUI so it
should always be there, and the X server's automatic startup gives
the user that illusion; starting an xterm with the server breaks that
perception down and so is not wanted.
(I am also still on Tiger, so I hope what I say makes some sense.)
