Anyway, the paths in the man pages can only be added to /etc/

files in the directory.
Even were attention paid to other files, the results would be wrong
for Fink or MacPorts users when installing applications that
replace Apple versions. The search order is important.
What do you mean, other files are ignored? I've created a bunch of
files in there. It adds them to the path as appropriate. And the
search order is alphabetical, so if the user wants to specify a
particular order, he can exploit the sorting by properly setting
names for the scripts.
If I create a file MacPorts in /etc/paths.d, the paths listed in
MacPorts will not be included in the path. If I add them to the
existing X11 file, they will appear in the path.
With regard to search order, assume that I have built a version of an
application using MacPorts that I wish to run instead of the version
included in the Mac OS X 10.5 distribution. If /opt/local/bin doesn't
appear before /usr/bin or /bin, the Apple version of the application
will be run.
