That is not at all obvious. I have been looking for definite data,
without success other than an old (1999) tidbits article listing
numbers in the 35-45 % range for international sales.

That's fair. But maybe we can agree on this: if Americans aren't the
majority of Apple's customer base, they are likely the dominant
plurality. So the question is, if the international market is
fractured by language, how many international keyboard layouts use
Mode Switch? Is Mode Switch the same as AltGr?
Even if the majority of users required Mode Switch (assuming it's the
same as AltGr), the left Alt isn't the right place for it. A look at
"Keyboard layout" on Wikipedia reveals several layout diagrams. They
don't mention Mode Switch... but many have AltGr. However, the AltGr
is on the right side. Hence, if these are the same keys, the
appropriate mapping is for the right Alt key, not the left. And if
AltGr is different than Mode Switch, well, those layouts would suggest
Mode Switch isn't needed at all.
