I don't think it needs to be. Like most software systems there's a
default and options for changing the default. For X11 it would be
nice if the keyboard layout was influenced by the system-wide keyboard
layout. Indeed, there's a preference item "Follow system keyboard
layout". I don't know how well this works, or even if it's intended
to solve this particular aspect of keyboard layout, but clearly
there's some idea of doing the right thing based on the layout you've
chosen in OS X.
Even if it's not possible to get a super-smart "Just Works"
implementation quickly, this is not the first X server ever released,
so I have no doubt that this question has been addressed already. We
just need to ask somebody knowledgeable about best practices in this
area.
