Which emacs? On Linux emacs usually does use alt for meta. The default
OSX emacs, I don't know, but Carbon emacs uses: (setq
mac-option-modifier 'meta) I think AquaEmacs uses this setting too, or
at least it can use Alt for Meta too somehow.
I have in my Mac's ~/.Xmodmap:
! Set option to Meta
keycode 63 = Meta_L
Which is (if I remember) what got emacs on remote machines working
with the Mac's Alt key.
(I then swap Command and Option modifier keys in the Keyboard
configuration panel so that Alt is in the place my fingers expect, and
use DoubleKey to map the otherwise useless Enter key on the right of
the right Command key to Ctrl.)
