Not exactly true I don't think. Unless he is using Leopard (which has X11 by default and thus would make this conversation moot), Tiger uses the old X11 libraries and shouldn't cause the same hassles as described on the linked page.
If you are using Leopard, and the admin actually unchecked the X11 box during the installs then this page would be important.
BTW, not to be a jerk, but it sounds a little funny for an admin to say you can not install a needed program on a computer. You'd want each computer to have its own copy anyway as running GIMP over a network is just silly. Oh and why, for the love of god, do these lab computers have IP phones attached?!? If they don't how could a program on one computer mess with a program on a separate computer? It sounds to me like the guy just wants his job to be easier. Sorry if I sound like a jerk, but my admin is a challenging person to deal with, and some of my feelings may be spilling over.
