In both cases X11 must not be running at the time you issue those
commands and the commands must be run as an admin user. It affects all
users that run X11, which is a drag. As you can see the from the chmod and
chown commands the Info.plist file is here:
/Applications/Utilities/X11.app/Contents/Info.plist
