It would be interesting to know if it's XQuartz which swallows them,
or if it never gets to see them in the first place.  Do you have a
carbon or aqua emacs that you could test it with?  Just fire it up and
hit C-h c C-ESC (I am assuming you understand emacs keystroke notation
here).  If it just sits there waiting with the prompt "Describe key
briefly:" in the minibuffer, then it's most likely the OS that does
the swallowing, at whatever level.  (I would have tested it myself,
but my Mac is away for a fan replacement, so I can't.)
