Problem with CTRL+ESC

I help manage a dozen NetWare virtual machines on Linux hosts. From OS
X, I do this by sshing into the host (ssh -CXY host.example.com),
running the VMware console (vmware -l), and switching to the VM I
want. All good.

The problem is when I try to switch screens in NetWare using CTRL+ESC
(screens are kinda like Linux's terminals on CTRL+ALT+F1-F6). In
Tiger, this works fine (Apple X11 1.1.3). But in Leopard nothing
happens (XQuartz 2.1.3 - xorg-server 1.3.0-apple9).

Does anyone know why XQuartz is swallowing my CTRL+ESC's? Other than
that, everything else has been good.
