I believe in the past, this mailing list has served a bit as a place for UNIX questions but it has only more recently become more X11-centric as X11 development has become more public.
To answer your specific question, the command you're looking for is "sudo". The sudo command allows you to run commands as other users, most often as the root user. However, for most basic UNIX commands, you will not need to run as root, you should run them as yourself. For more information on "sudo" type the following in Terminal:
man sudo
That should give you a better overview of how to use it. In general, you can use "man" to read documentation on pretty much any UNIX command.
Also, remember that google is your friend. There are many tutorials out there for learning the various UNIX shells. To start out, I would recommend searching for "bash tutorials" since bash is the default shell on OS X.
Good luck!
