The ". " (note the space after the dot) before the path is the key.
". " is an internal command to bash to "open this file, read its
contents, and execute those contents as a set of commands." The
"source" command is the equivalent in csh/tcsh (and is supported in
bash as a synonym for ". "). The file to be executed only has to have
read access, for which the xinitrc file does, for group "world".

I see your point -- the code that runs the
/usr/X11/lib/X11/xinit/xinitrc.d/*.sh scripts should definitely be
run.
But it would really be nice if that xinitrc file was split into two
pieces, one to set up all the resources and fonts, and the other to
actually run programs (including quartz-wm). That way those of us
who
write our own ~/.xinitrc files could source the part which does the
resource setup, and choose our own programs to run.
