This is not the utter disaster you are all making this out to be. If
you really want to continue using the Leopard Fink binaries you
already have built, all you need to do is rebuild the packages on Snow
Leopard that you installed on Leopard since X11-2.4.0 was installed
(and only the ones that complile against X11 at that). Jeremy pointed
out that the Snow Leopard X11 is in between X11-2.3.3.2 and
X11-2.4.0. So, this solution should work without a huge level of
effort.
This is just an inconvenience that can easily be fixed with several
hours of rebuilding which is far faster and simpler than rebuilding
the entire fink tree that you are complaining about.

You should recompile all your fink/MacPorts when you upgrade the OS
anyways...
While this may make some sense, do you have any idea how much time
this might take for those of us who use Fink a lot? I suspect it
will take each of my machines over 24 hours of compiling to complete
the process of re-installing all the packages. For example, on this
machine I have 108 packages installed, many of which are time
consuming to rebuild. Never heard of this before and am not happy at
the prospects of what this means.
