This is called "full screen mode", and it can be switched on and off
in the X11 preferences. To get out from full screen mode, press
cmd-alt-a.
That was it, but I have to disable full screen mode completely because
the python process and the IDE end up running in two different windows
servers so I can't run the debugger from the IDE in full-screen mode.
Thanks to all that pointed the full-screen mode out to me
