thanks for your help:

launchctl load -w /System/Library/LaunchAgents/org.x.startx.plist
logout
login

solved my problem. my mistake was that I thought sudo launchctl would
set the org.x.startx for all system users. reading your´s suggestions
my missunderstanding became crystal clear to me.
