That was the case under Leopard, but that was changed in Snow Leopard with per-user launchd. From the launchctl man page,

stored elsewhere on-disk.

So in Leopard, you needed root access to modify the plist. In Snow Leopard, the configuration is stored per-user external to the plist. _______________________________________________
