X11 Has to Be Launched Twice to Function

If I shut down my Mac, restart it, and then launch X11.app, no windows
open and no programs start up (xterm, rxvt, Eterm and Sylpheed are in
my .xinitrc). If I then quit X11.app and relaunch it, the above
programs all open in their respective windows. I have tried deleting
the com.apple.X11.plist file, but that did not help. I also have not
changed my .xinitrc. I am using Mac OS X 10.4.11 and X11 1.1.3. Any
help would be most appreciated.
