Yes, the Mojave is for 32-bit support. I still develop and maintain numerous
educational apps for MacOS in Adobe Director (long since abandoned).
The test account is a good idea. I suspect that will confirm my own account
has some bits and pieces of X11 installed that are causing the persistent
re-launching.
And a VM is going to be the eventual next step when this machine dies. I have
no idea how Director will perform that way, but I will definitely be finding
out.
