Dave,
This is the second time that Apple has used the software update
mechanism to a partial update of the development tools package. The
Xcode Update 1.1 is intended to provide that software update in a
manual download where the Xcode Tools 1.1 release is the more
traditional "full disk image" update installation that we have shipped
in the past. I tried to make the differences clear in the Read Me
documents. I'll paste the features sections here for those who have not
yet been able to download them.
From the Xcode Update 1.1 Read Me:

The Xcode 1.1 update provides overall stability and performance
enhancements to the Xcode IDE, as well as improvements to debugging,
workflow, the Xcode build system and Code Sense.
From the Xcode Tools 1.1 Read Me:

The long and the short of it is that the Xcode Update refreshes the IDE
in a small package suitable for delivery with a software update. The
Xcode Tools release refreshes the entire suite of tools and
documentation and includes the same IDE refresh as the Update.

developers would want a complete updater [rather than a full
installer].
Perhaps ADC could add an explicit note to the main download page that

Xcode updater doesn't completely update the entire Xcode toolset to
v1.1.
