I agree as well!
I too assumed that I was getting a full update as well, as there was no
information whatsoever that would suggest any different. It should be
clearly noted that an update is not the full updater if that's the
case. I just recently joined this list and otherwise I don't think I
would've found this out for months! I regularly check the ADC site, but
I never would have bothered with the "Xcode Tools 1.1 CD", since I've
already installed the update and I therefore have no need for it.
I just wasted an hour or so defragging my Panther partition, which I
did because I figured I had installed all the updates I needed, (OS X
10.3.2, Security Update, Final Cut Pro, iTunes, QuickTime 6.5, Apple
Remote Desktop, Java Advanced Imaging, Java 3D, and CHUD 3.0.2).

The Xcode 1.1 update provides overall stability and performance
enhancements to the Xcode IDE, as well as improvements to debugging,
workflow, the Xcode build system and Code Sense.

WHAT'S NEW IN THIS RELEASE?
Oh, this is just wonderful. You mention in the _full_ version that the
_other_ version is only a _partial_ update! Reading the Xcode Update
1.1 makes no mention or even the slightest suggestion that it's a
partial update. How about mentioning how it compares to the other
updater in _both_ of the updaters?

Aye, I raise my hand here too.
While relatively new to using PB and Xcode, I was automatically
expecting a full update. Therefore, my mind facilitated in magically
glossing over the obvious, that he software update was a partial
update.
I suggest all future "partial updates" be clearly marked directly in
the title.
Example:
"Xcode Tools Essentials - Partial Update"
Your existing detailed description/explanations are perfectly suitable.
And, thank you for keeping the update releases to a minimum yet
functional size. That is definitely appreciated here.
