I've pinned it down to the following lines in my Xcode preferences plist:

    <key>PBXVersionForReleaseNotes</key>
    <string>300</string>

If those lines exist when Xcode launches, Xcode won't load projects.

If those lines do NOT exist when Xcode launches, I get the release notes for
Xcode, but I can then open projects.
