Like it or not, the vast majority of IDEs adopt this metaphor, and many
are quite good... ;)

Which is why the sliding tabs of PB were so nice. You could get all the
functionality always available with a single click, without it eating up
your working area. And also very importantly, all the functionality
groups (files, targets, building, running, debugging, source control,
etc) were visible at all times by their tab tips so you didn't have to
rummage through menus and toolbar buttons to find what you needed.
