The problem is not really with Safari IMO. What I think is strange is
not that they use FTP to provide the downloads, but that Mac OS X
defaults to having the FTP protocol helper application set to Finder. I
also think that it's really strange that there is no System Preferences
plugin for controlling protocol helpers and and file mappings - but
that's a topic for some other list, or for Radar.

I've never had any problems with installing Xcode. I usually run the
uninstaller script, and then I just install. Works fine every time. My
system language is always set to English, not that I've ever heard that
it should be related to problems with installing Xcode.
