I tried to issue the 'update_prebinding -root / -force' as suggested by the Apple KB but all this did was un-prebind everything making matters worse.

How can I correct this issue without reinstalling the OS and starting over?

You could rebuild libz with prebinding enabled, or use some package extraction tool to reinstall libz from the OS X installation CDs if you don't mind reverting to the default version of libz.
