Fwiw, the steps you outline are working for me. What should happen is
that the FileMerge App is loaded and it does the comparison between the
two files.
Check to make sure you have /Developer/Applications/Utilities/FileMerge
installed.
Did you do a clean install of the Xcode 1.1 Tools, or did you just do
the update? I don't know if or why it would affect FileMerge, but I did
a clean install of 1.1.
