I know the issue of bundling a framework inside an app has been talked
about on this list before many times, so I'd just look through the
archives (and yes, I know that is harder than it should be).

An additional step to take is have both the application and the
associated framework projects build into the same location (this can be
set in the project inspector), then Xcode should find the framework
even if it isn't bundled in the app. This doesn't solve the first
problem, but it makes it easier to develop quickly,
