I thought that the X-Code tools were part of the basic install, but I am
unable to find them anywhere on the system.

The developer tools are not installed by default since few of Apples customers would want to use them.

Must I manually install the dev tools, or did I just miss them on the
system?

Look for the developer tool installer in /Applications/Installers if you didn't get a developer tools CD in the package with the system.

Of course you will likely want to get an ADC account so you can download the latest xcode developer tools package (currently 1.5) since what is on the system may now be outdated.

Once installed the show up under /Developer
