I've looked a little more carefully, and it looks like you *can* defy
this per-user basis by directly defining the desired path in the
build settings for the project (or target).
Instead of editing it in the "Project Info" inspector, add it in the
build settings under "Build Products Path" (SYMROOT).
I wouldn't inflict it on the users, but it looks like you have a way
of achieving it if that's what you need to do.

Admittedly, the way Xcode relies upon subprojects sharing the same
build location is annoying, but this just means you have to tell
all of your programmers that they *have* to use a centralized build
location. You don't have to force them to use the same one you do,
though.
