Xcode 2.2 Tools image is a complete package that has all developer tools, ADC reference library, SDKs, etc.. Apple also releases reference library updates on a monthly basis if you want to keep current with the online version of the reference library. Note Xcode (the IDE) will check for these documentation updates and prompt you if you want to download.


Software update hasn't been used to update developer tools (well once to mass patch an issue IIRC).
