Standalone Interface Builder?

Can IB run all by itself?  That is, can I drag-install it on a machine
with no dev tools?

(Why?  So a non-developer translator can open NIBs without needing to
download a 700 MB disk image.  I miss ResEdit. :)  Well, not really. :) )
