CVS Repository Problems in Tiger

I'm noticing some behavior since updating to Tiger (I think) in which CVS seemingly neglects to insert the "CVSROOT" portion of the repository path when creating the "CVS/Repository" file in a newly added directory. This means that when I add a directory and then proceed to try to add items within it, I get errors because the repository can't be found.


Does this ring a bell for anybody? Is there an easy fix? I'm tired of manually editing the Repository file.
