Hello and thanks for the help.
It was the MainMenu~.nib file that was causing xcode to lose track/
display of the modified flag for the other files. Thank you.
I removed it from the repository, and checked out a fresh copy to fix
that.
Also, when looking at "svn status" it flagged that file with a ~
"versioned as file/dir/link, but type has changed". Not sure why that
is, but it might helpful to others with this problem, as a diagnostic.
What is MainMenu~.nib? A back up of MainMenu.nib?
Also as far as having xcode commit changes to the nibs, I am trying
this: I added the contents of nib package to the xcode project under
the nib in the file view, that seems to work so far, but I havn't
really had a chance to test it.

Our solution was to scrub the source and resource directories,
removing everything we didn't actually need in the repository and
then checked in a fresh view of the hierarchy of directories,
files, etc. Once we did this and then did a completely fresh
checkout all was well.
Having said that, nib files continue to refuse to show up modified
and have been reticent to commit correctly. We resorted to the
command line for all nibs and it's worked fine.

Its not a huge deal so far, things are fine so long as I check in
before I close the project or quit Xcode.
While on the subject, I am really happy with the svn support
(except for this problem), it is clear and easy to use, thank you
to those involved.
