Almost any pre-release software you get from ADC comes with a readme
indicating what Apple internal addresses to send feedback to and
where to file bugs.
the last time (almost a year ago) I went to bugreporter.apple.com,
they wanted me to PAY THEM for me to submit a bug report.
I've decided not to issue bug reports that way since then and have
adopted the attitude of simply not using software that has bugs i
can't live with.
AFAIK, there has *never* been a requirement to pay for this. You just
need an Apple ID, which is easy to get (just fill in the blanks).

Perhaps in its infancy many years ago bugreporter.apple.com may have
been available only to Select and Premiere members. But Online
(no-fee) members have had unlimited access to it for the entire
lifespan of Xcode, and a huge percentage of incoming bug reports on
Xcode come from online members.
