This key contains a string indicating the minimum version of Mac OS X required for this application to run. This string is usually of the form n.n.n where n is a number. The first number is the major version number of the system. The second and third numbers are minor revision numbers.

When was that plist key introduced? If, say, you're trying to prevent running in 10.1, and 10.1 does not recognize LSMinimumSystemVersion, it's not very helpful.
