Please, alwasy, let us know what version of Xcode you are experiencing this in. If this is 2.1, we have fixed the problem in an upcoming release.

Yes, things are generally better in 2.0 and 2.1, and in the next update we expect them to be substantially better, both in the accuracy of knowing what needs to be rebuilt when as well as in the degree of control over forcing rebuilds.
