Except one is a PB and the other is a PMac.
The version is XCode 2.1 and the framework is installed in
/System/Library/Frameworks/SynServices.framework .
You don't say whether the header you're trying to use is actually
present on the machine that the failure occurs on. Please try
ls /System/Library/Frameworks/SyncServices.framework/Headers
on each machine and post the results.

I would really like to help you, but I'm completely in the dark here,
and need a little more hard data in order to diagnose the problem.

Maybe, just maybe ptople should actually listen to what's being told to them and take their words for it.
I had similar problems on my machine until I rebooted into single user mode and ran /sbin/fsck -fy
I then used disk utility to repair permissions and then rebooted. everything came up fine then.
