No, expansion of build settings is not consistently done in Xcode
2.1. The next version will be improved in this regard, but there
are still areas (like a reference's path) that do not support
expanding arbitrary build setting expansion.

Just one question: are you refering to references of Groups and
Files? If so, we cannot edit the path explicitly, but we can choose
it to be relative to a "source path", previously defined in the
preference panel. This source path in turn might contain a variable.
I never used "complex" expressions, but I often use the variable
HOME in a definition of a source path, and this worked fine.
Yes, you can set up source trees and they are expanded properly, but
you can't just drop a build setting like CONFIGURATION in the middle
of the reference's path and expect it to be resolved properly.
I appreciate that it will be improved, but frankly I had never a
problem with it ;-)
Only, the doc could be more specific about *where* the build
settings and the evaulation rules apply and where not.
I'd file a bug on the documentation then.
