We actually provide some of this in Xcode (and have since Project Builder). In particular, you can select a command to execute and hit control-R to execute it.

See "Executing Shell Commands" in the Xcode Help. The "Using Scripts to Customize Xcode" section also has some interesting MPW-inspired features.
