What exactly is meant by "Deprecated in Mac OS X version 10.4."

No. If it is deprecated then it may be removed in some upcoming
release. It merely means that starting with 10.4 you cannot count
on it being there anymore.
"Available in Mac OS X version 10.0 and later" means just that -
it's in 10.0 and later. With the exception of 10.4 and later :-)
Let's clarify that a little:
"Available in Mac OS X version 10.0 and later" means that it's
available in 10.0 and all subsequent releases to date.
"Deprecated in Mac OS X version 10.4" means that as of 10.4 you're no
longer encouraged to use this function, and it may be removed in a
future OS release. The function is still available in 10.4, though.
If it's removed in a later release, the "available" comment should be
updated to reflect that it's no longer available.
Hope this helps,
Eric
