Well, we may be onto something now, Bill. (Good to hear from you again, by the way)

My developer partner and I both installed that same Framework for our current project, but switched over to using the SMySQL Framework instead. 
So far this theory stands up. I know that I have have reinstalled the Developer tools myself since then, and like yourself have not had the problem go away. I'll continue to investigate.
