Yes. Xcode 2.1 introduced build configurations, which replaced the older build styles. Configuration files are part of build configurations.

You might get that impression, but it would be a sampling error. Most of the issued raised on the list will be about Xcode 2.1 becuase most developers have already upgraded to 2.1. In my experience, Xcode 2.1 is more stable the 2.0, adds a lot of new features, and is less buggy.

I would, because it offers a lot more than just universal binaries. But I'm not you, and I have no idea what you motivations for sticking with 2.0 are. Why don't you read the 2.1 release notes and make up your own mind? <http://developer.apple.com/releasenotes/DeveloperTools/Xcode/Xcode.html>
