I am new to Xcode and I am not sure where does one send this kind of bug reports. Is it something that would go to the gcc developers or to the Xcode developers? Could anyone help me with that?

All bug reports go to <email@hidden>. The devbugs people will route it to the right people.

What Laurence means is go to http://bugreporter.apple.com, fill in the form, provide the information requested, and the Apple Developer Relations team will route it to the correct people.
