I'm always amazed how thoroughly reported bugs get resolved, in this
case my bug 4231983 (dated Aug 25, 2005, later marked as duplicate)
which essentially stated (for Xcode 2.1):
"The index.html file installed at [1] (see above) is just a placeholder
file reading,
'With this release, the Java API Reference documentation is installed
directly through the Xcode Tools Installer. [...]'
instead of the actual root index.html file for the documentation."
Now, with 2.2.1, they seem to really want to make sure they don't
install that placeholder file at any cost...

At that time, I resolved the issue simply by manually copying Sun's
original Java documentation root index.html file in the location
mentioned above.
However, I see that it might be more difficult to do this for location
[2] - is that documentation online available at the Apple Developer site
so you can grab a copy of just that index.html file?
