MacCVS does support versioning of resource-only files
using a text format called RBL. I have had good
success with it while working w/ Codewarrior, though
it is quite a PITA.

What is CVS's problem with resource files? Does CVS discard a
file's "resource fork"? Am I missing a command option or
environment variable?
Being Unix, it knows nothing about resource forks.
You might want to convert your resource files to data-fork --
should be able to use ResMerger for this.
I think some people use CVS wrappers, but others shun them. I
haven't had to use them.
Other options are to use a Mac client (though that's not likely to
integrate as well with Xcode). I think maccvs handled this
transparently, but I haven't used it in a while.
