Sooo whats the deal with Safari ?? It's cocoa i guess but they dont use IB,

What are you talking about? Safari uses lots of nibs.

is this a trend? And if so to me it feels like it is
encouraged if it comes from apple...

You really don't want to do a custom interface unless you have a good reason. Customized interfaces require a talented graphic artist with good interface element design skills because you have to provide all of the interface elements yourself. Apple has whole departments of those people. You probably don't. People with those skills are hard to find unless you're willing to pay hundreds or thousands of dollars to hire a professional, and you probably aren't. ;-) If your custom interface is anything less than excellent it's just going to look odd. I've seen a lot of custom interfaces that look like they were probably done by a developer whose graphic design skills weren't as good he thought they were. It can make an otherwise good application look amateurish. Also, if you create a customized interface that matches one of Apple's custom looks, you risk it looking stale if Apple changes their look. All that said, a custom interface may be appropriate for your application, but just be aware that it's not trivial to do and there are potential gotchas.
