define GCC_PREFIX_FILE setting at project level?

define GCC_PREFIX_FILE setting at project level?

I was hoping to be able to set GCC_PREFIX_FILE at the project build settings level (and not have GCC_PREFIX_FILE set at target level) but found the prefix file was not being used. Adding it at the target level solved the problem, but I'm trying to simplify things by having settings at project level where possible - am I misguided?
The reason I want to do this is so I can set up a template project which you just add source code to...
Thanks
Rua HM.
