The project template that you are using (/Library/Application Support/Apple/Developer Tools/Project Templates/...) contains a Japanese.lproj folder. New projects are just patched up copies of the templates found in your system/local Project Templates folder.
If you want something different, you can create your own templates and stick them in your local ~/Library/Application Support/Apple/Developer Tools/Project Templates/ folder. I know of a book that explains how to do this in detail. ;)
