On my machine, it always creates Smart Groups in Japanese.

It's been a while since I stopped trying to figuring out the reason
for this.
This is due a bug in how the built-in smart groups are named. I'm
guessing at some point you ran Xcode under Japanese. You should be
able to fix this by removing the offending smart group names from the
com.apple.Xcode prefs file.
