Perhaps, if possible, an option in XCode itself that would let users
turn on/off localization globally for each supported language. I
like the idea of Templates, but I don't like the idea of having to
modify the system templates to get rid of localized files (and then
having to remember to do that again after the next upgrade).

Because Xcode is localized in Japanese.
